Council reviews scope of Capital Improvement Plan
MADISON – Priorities, funding and residents’s preferences were on the minds of Madison City Council members as they reviewed the updated Capital Improvement Program for fiscal years 2017-2019.
Much of council’s August 14 meeting was devoted to the proposed CIP with these projects:
* Zierdt Road (all phases) — $2,518,000.
* Mill Road bridge over Bradford Creek — $450,000.
* County Line Road improvements — $6,326,500.
* Balch/Gillespie roundabout — $40,000.
* Moore’s Branch bridge — $350,000.
* Madison Public Library — $8,494,019.
* Garner Street drainage — $250,000.
* Garner Street (other) — $2,750,000.
* Air-supported pool covering — $611,000.
* Fuel station (joint venture) — $453,100.
* Downtown Phase III — $1,900,000.
* Balch Road widening — $200,000.
* Palmer Park rejuvenation (Phase I) — $2,034,430.
* Bradford Creek trail head — $300,000.
Madison Police Chief Jernigan presented badges to five new officers. A representative with Madison baseball and softball associations gave a status report to finalize a facilities use agreement with the city.
During public comments, Syed Hasan and Arshia Hasan of 112 Sanoma Drive spoke to council about their home’s water meter.
Council accepted $50,000 from Chairman Dale Strong of Madison County Commission to relocate a power line on Zierdt Road and $5,000 from County Commissioner Steve Haraway for bullet-resistant vests for Madison Police Department.
Larger payments included these regular and periodic bills:
* Geotechnical Engineering Service, air-supported covering for Dublin Pool — $1,425.
* Arizon, checking for air-supported pool covering 30 percent for release of production — $77,969.40.
* Pearce Construction Co., construction costs for Madison Public Library — $301,541.64.
* Turner Universal, construction management for Madison Public Library — $25,420.55.
* CDG Engineering, redesign, bid, construction management and utility coordination for Downtown Streetscape Phase III — $7,380.
* Miller & Miller Inc., Bradford Creek Bridge on Mill Road — $94,005.46.
Council members declared several items as surplus for sale by auction with GovDeals, including 2001 Dodge Ram 1500 4X4 and 1998 Jeep Cherokee in police department; two speed trailers; floor buffer; and miscellaneous HVAC equipment and children’s materials in parks and recreation department.
Other resolutions authorized Mayor Paul Finley to sign amended letters of credit and to amend a glass recycling agreement with Republic Services.
District 1 Councilwoman Maura Wroblewski received approval for a study of sidewalk construction on Wall Triana from Browns Ferry Road to Gillespie Road. Council approved Hello Cab Company to operate two taxicabs in Madison and on-premise alcohol license for Earth and Stone Wood Fire Pizza, 107 Brookridge Drive.
The engineering department will purchase subscription for AutoCAD Civil 3D from Auto Desk Inc. The police department’s agreement for school crossing guards with Madison Board of Education was approved.
The planning department presented first readings for easements on Eastview Drive, Scenic Drive and east of County Line Road/north of Continental Boulevard. The parks and recreation department received approval to pay $60,000 to OMI for Dublin Pool project.
