Council approves land purchase for library parking
MADISON – Madison City Council enjoyed a calm meeting on July 23 with their attention focused on paying bills and endorsing municipal agreements.
Council approved facility use agreements with Madison City Volley and AYSO (American Youth Soccer Organization) in Madison. A volleyball representative said the organization has about 300 youth players, and teams for adults were added this year. AYSO was chartered in 1987 in Madison; in 2017, AYSO had 134 teams with 1,785 players.
In public comments, Mitzi Adams said she moved to Madison in 1994 for its “country feel, but I’m seeing a lot of green space and trees removed from the city.” She encouraged council to preserve mature trees and natural environments.
Council approved several larger bills for payment:
* 4 Site — Professional services for certified plat of land at library project, $2,400.
* Populous — Construction documents and bidding for stadium/multi-use venue, $673,481.78.
* Geo Solutions — ADEM permit fee during inspection services phase of stadium/multi-use venue, $1,385.00.
* 5R Design — Architectural services for public works’ new building, $28,140.
* OMI Inc. — Storage coordination for Dublin Park pool’s air-supported covering, $2,547.67.
Madison County Commissioner Steve Haraway donated a 2018 Chevrolet Tahoe valued at $33,500 for use by Madison Fire and Rescue Department.
Council approved opening numerous money market accounts with Synovus Bank.
Mayor Paul Finley said ALDOT has approved work on Zierdt Road as bid.
District 1 Councilwoman Maura Wroblewski thanked Madison police officers for apprehending a burglary suspect within 20 minutes after robbing Murphy USA on Madison Boulevard on July 22. In addition, Madison Police Foundation will host a Top Golf tournament, “Battle of the Badges,” between police officers and firefighters on July 30.
District 2 Councilman Steve Smith received authorization for general obligation warrants in Capital Improvement Plan (to borrow money to complete city transportation projects).
District 5 Councilman and President Tommy Overcash secured approval to amend Section 11 in City of Madison Personnel Policies and Procedures for “Attendance and Leave.” The change relates to the Family Medical Leave Act.
District 6 Councilman Gerald Clark congratulated Madison Dolphins swim team for top scores at a recent meet. Madison Utilities held a ribbon cutting for the Terris Tatum Intake Facility to receive water from the Tennessee River, avoiding sole reliance on ground water.
District 7 Councilman John Seifert said Madison Utilities will replace supply lines in Hillchase neighborhood in coming months.
In department reports, Fire Chief David Bailey was approved to renew annual contract of $3,500 with ESRI for GIS software. Council agreed for Chief David Jernigan with Madison Police Department to purchase bullet-resistant vests from GT Distributors Inc. for $887.22 per vest.
A resolution by Mary Beth Broeren with the Planning Department was approved to purchase approximately two acres for future library parking expansion, north of library and west of Lawler’s Barbecue. Cost is $175,000.
Kory Alfred with the Recreation Department secured payment of $15,835 to Arizon Structures for assembly of the ‘dome’ for Dublin Park’s outdoor swimming pool.
City Attorney Megan Zingarelli received approval for extending term of AT&T IP network agreement and for a geo-thermal study at new location for Madison Public Works Department on Palmer Road. Zingarelli also presented a first reading for increasing business license fee for retirement homes or ‘rest homes.’
